More than 1.1 million people are living with HIV/AIDS in the United States and an estimated 50,000 new cases are diagnosed each year. Since 1990, the Ryan White HIV/AIDS Program has served as the nation’s largest program funded exclusively for low-income, underinsured and uninsured people
living with HIV/AIDS. Approximately 46% of people with HIV/AIDS experience at least one major HIV-related oral health problem, yet individuals with HIV/AIDS face persistent barriers when accessing health care, particularly dental care.
The Ryan White HIV/AIDS Program encompasses the Dental Reimbursement Program and the Community-Based Dental Partnership Program, which were created in response to gaps in dental care for the HIV/AIDS community. These dental programs play a significant role in the oral and overall health and well-being of persons with
HIV/AIDS, with much of the care provided by academic dental institutions.
In 2013, the Dental Reimbursement Program served 41,464 patients, with a majority of the care performed at academic dental institutions. However, the providers were awarded only 26.10% of their non-reimbursed costs, leaving them with $32,387,629 in non-reimbursed costs. The untenable
reimbursement structure and burdensome administrative requirements jeopardize the continued involvement of academic dental institutions in the Ryan White HIV/AIDS Programs.
Thoughtful consideration must be given to a more realistic reimbursement rate to ensure that the Ryan White HIV/AIDS dental programs can continue to serve the oral health needs of people living with HIV/AIDS.

David Reznik, D.D.S., is Chief of Dental Services for the Grady Health System in Atlanta. He also serves as Director of the Oral Health Center of Grady’s Infectious Disease Program, a program he founded 23 years ago. Dr. Reznik has lectured and published extensively on oral health concerns
for people living with HIV disease and has provided dental care services to people living with HIV disease in the Atlanta metropolitan area for over 28 years.
Dr. Reznik is founder and President of HIVdent, a not-for-profit organization of concerned health care providers committed to assuring access to high-quality dental services for people living with HIV disease. He also serves as Dental Director for the Southeast AIDS Education and
Training Center (AETC) and the Mountain Plains AETC (which are supported by funding from the Health Resources and Services Administration [HRSA]). In addition, he is the Associate Director of the Lutheran Medical Center AEGD Program in Georgia.
Dr. Reznik was a member of the Presidential Advisory Council on HIV/AIDS for over four years and served as Chair of the Treatment and Care and Domestic subcommittees during his tenure. He was honored at the 2008 Ryan White All Grantees meeting with the HRSA HIV/AIDS Bureau’s Associate Administrator’s Award “for his years of passion,
dedication, commitment and national leadership on HIV oral health care, and for serving as a champion for national health care provider education.” In 2014, Dr. Reznik was named one of Atlanta’s Healthcare Heroes by the Atlanta Business Chronicle.

This webinar will enable participants to:
- Explore the financial and administrative challenges of dental program grantees and future opportunities to strengthen the Ryan White HIV/AIDS dental programs;
- Better understand the unique oral health needs of people living with HIV/AIDS; and
- Identify the role academic dental institutions play in providing dental care to the HIV/AIDS community, training dental professionals and coordinating with primary care services.
